The above is a propaganda document dressed up as a British Government report, as can be seen from a search on the credentials of the authors. Even without that, the emotive language is a giveaway:
“There is an over-estimation of the scale of false allegations by both police officers and prosecutors which feeds into a culture of scepticism”. – Clearly not so, as this database proves.
“Alcohol consumption was implicated in a far larger number of cases than drugs. How this contributes to attrition deserves more detailed study.” – Women have sex when drunk or merry then withdraw their consent retroactively.
“The most significant factors in early loss of cases are designation as false reports and withdrawals by the victim/complainant.” – see NO-CRIMING to understand why.
