August 16, 1999: Talk about kicking a man when he is down. In the Philippines, corrupt police chief Francisco Ovilla is facing serious charges when teen tearaway May Gines accuses him of raping her at gunpoint on said date. She claims too that he had sexually assaulted her on July 3, 1999.

Although he was cleared, the false rape allegation was the least of his troubles; in March 2001, Ovilla was one of ten police officers sentenced to death for “qualified bribery”, a sentence that would be Draconian even in Saudi Arabia.
