September 17, 2019: In the small hours, a woman is allegedly raped in Norwich.

A man was arrested but released without charge. In February 2020, it is reported the investigation had been closed.

On July 31, 2020, a spokeswoman for Norfolk Constabulary replied to my e-mail thus:

“Regarding the investigation you refer to below, I cannot confirm it was a false allegation. The matter was investigated and closed due to insufficient evidence.”

She may not be able to confirm that, but the UK police never close an investigation into an allegation of stranger rape unless they are satisfied a) the perpetrator has been brought to book, or b) no rape happened.

Notice there is no mention of a rape kit, CCTV, DNA, etc.
