2004: The full title of the above is The Legacy of the Prompt Complaint Requirement, Corroboration Requirement, and Cautionary Instructions on Campus Sexual Assault; it was authored by Michelle J. Anderson, who is not only a feminist but has clearly drunk the woke Kool-Aid as can be seen from her page on the Brooklyn College website.

I cannot find a more specific date for publication of this lengthy paper, but that is of little importance.

It contains literally hundreds of citations, but at page 18 she writes “Most rape victims do not promptly report the crimes they suffer to police or other authorities. In fact, most do not ever report.”

Says who? Sadly but predictably, there is a lot more where that came from.

Here is a quote from page 35: “Corroborative evidence of sexual assault—such as torn clothes or injuries—is not only uncommon, it is downright rare. Instead of exhibiting a bias in favor of rape victims that jurors need to be cautioned against, jurors tend to be biased against rape victims and traditional cautionary instructions in rape cases only exacerbate that bias.”

No! Genuine rape victims have bruises, not credibility issues. So do perpetrators quite often. See for example the photographs on this page.

And how about this doozy, her proposals, from page 60?

“Victims are encouraged to report instances of sexual assault to campus authorities anonymously, confidentially, or publicly at any time. Students may initiate disciplinary proceedings on the basis of sexual assault against any student currently enrolled...The standard of proof for a violation of the disciplinary code for sexual assault shall be a preponderance of the evidence. This standard requires that the complainant prove that an allegation is more probable than not. A student who complains of sexual assault need not present additional evidence to corroborate the complaint.”

No, twice no, and thrice no! Rape is a felony. It should be proved beyond all reasonable doubt, and that requires a POLICE investigation.
